The new three-tier system for building inspections and issuance of Occupancy Certificates (OC) will help curb corruption and eliminate avoidable delays, said AP TDP president and Gajuwaka MLA Palla Srinivasa Rao on Tuesday.

In a release, Mr. Srinivasa said that such measures by the NDA government would ease the difficulties faced by common people and middle-class families seeking to build or own a house, while bringing greater transparency to the building approval and inspection process.

Mr. Srinivasa said that under the new system, clear responsibilities have been assigned to level-1, level-2 and level-3 officers based on the built-up area of a building. The level-3 officer will act as the ‘confirming authority’, ensuring accountability at different stages. The new mechanism would put an end to the practice of files relating to ‘Occupancy Certificates’ being passed from one official’s table to another and getting delayed, he said.

He said that since assuming office, the coalition government, had been working towards providing transparent, accountable and responsive governance through coordination with its alliance partners, the TDP, Jana Sena Party and the BJP.

He further added that the new reform serves as a strong warning to officials who harass builders or demand bribes. Eliminating corruption and unnecessary delays that impede development and ensuring citizen-friendly, transparent and accountable governance remains the key objective of the coalition government, Mr. Srinivasa said.
